Why does the city differ from Los Angeles?

In May 2018 West Hollywood opened applications for 16 on-site consumption licences across two categories and drew more than 300 proposals, scored on innovation and social equity. The Original Cannabis Cafe, first called Lowell Farms, opened on La Brea Avenue on 1 October 2019. It serves food, not alcohol or infused dishes, and admits only guests 21 and over. Calma WeHo's 1155 North La Brea address is a few dozen house numbers from the cafe's. Los Angeles, next door, prohibits lounges. A ninth WeHo shop, The Artist Tree, sits under a separate page.
