Look up a licenseHow cannabis is sold in Lake Elsinore
Lake Elsinore permits cannabis in two industrial zones and nowhere else, which sets it apart from the towns around it.
| Council | Rule | What the record shows |
|---|---|---|
| Lake Elsinore | Allowed, capped | M-1 and M-2 zones only, no more than 10 licences of any kind, and dispensaries only as an accessory to a non-retail cannabis use, according to the city. Ordinance 2025-1504 (8 July 2025) merged an earlier split of five per zone. |
| Temecula | Prohibited | The city's FAQ says commercial cannabis, dispensaries included, is banned. |
| Murrieta | Prohibited | A 2019 city bulletin says the code bars cultivation, processing, delivery and dispensaries, with testing labs among the exceptions. |
| Wildomar | Allowed | Council approved a third dispensary permit 3 to 2 on 13 November 2024, Valley News reported: Cake House East at 23825 Catt Road. |

Seven listings under a ten-licence ceiling
If all seven register entries hold city licences, at most three remain for cultivation, manufacturing, testing and distribution combined. The ordinance treats a dispensary as incidental to one of those uses, yet the register shows addresses on Third Street (The Healing Tree, 480), Central Avenue (The Syndicate, 504) and Minthorn Street (Mr Nice Guy, 311 W). Verdex cannot see which permit each one holds, so confirm on the city's cannabis page before driving over.
The Corydon strip has Gelato, Pipe Dreamz and The Syndicate 2. 420 Lake Elsinore is on Pasadena Street. Beyond the city line, California's overall framework applies.
Cannabis in Lake Elsinore: questions
Will Lake Elsinore issue more cannabis licences?
The city says it has reached the maximum allowed under Ordinance 2025-1504 and is not accepting applications for new cannabis businesses. Any new name on the register would have to take over an existing licence.
Can I check a Lake Elsinore shop's state licence?
Yes. Each register entry carries a state licence number of the form C10-000xxxx-LIC, which you can look up on the Department of Cannabis Control's public licence search. The state licence does not tell you about the city permit.
