How cannabis is sold in Utah

Utah allows cannabis only for registered medical patients. Voters approved Proposition 2 in November 2018, and a month later the Legislature replaced it with its own version (HB 3001), which routes every sale through a state-licensed medical cannabis pharmacy with a pharmacist available to consult. Patients get a card through the state's Electronic Verification System after a medical provider's recommendation. The provider also sets a monthly limit; the highest is 113 grams of unprocessed flower plus 20 grams of THC in other products such as tinctures, vape cartridges and gummies.

Flower is legal to buy, smoking it is not. The state's patient guidance is blunt: vaporize, don't smoke. Visitors who hold a medical card from home for a listed condition, including chronic pain, cancer, epilepsy and PTSD, can apply online for a non-resident card. It lasts 21 days, a person can get two per calendar year, and the first purchase starts with a pharmacist consultation.

Rural access has been the weak point. HB 54 of 2025 created licenses for independent pharmacies in medically underserved counties. The first went to Boojum in Moab, where patients had faced a two-hour drive to Price, and applications for the second closed on September 2, 2026, with a license due before January 1, 2027. Laws passed in 2026 (HB 389 and SB 121) accept tribal photo ID, fund $150 monthly vouchers for cardholders on Medicaid or Medicare, drop caregiver background checks, let pharmacies sell low-THC products, and move the program from the Department of Health and Human Services to the Department of Agriculture and Food by January 1, 2027. Recreational use and possession without a card remain illegal.
