- Ask for both licences. Ordinance 2584, as published, makes selling without a valid state licence and a valid Redding licence a public nuisance.

- Treat ten as a ceiling. The ordinance allows no more than ten retailers, and a premises selling adult-use and medical products counts as one. The register lists five.
- Read the street. Cookies is on Cypress Avenue East, Vibe by California on Market Street South and Bulldog Holdings on Lockheed Drive.
How did Redding choose its retailers?
By competition. The City Manager runs a selection process on neutral criteria and may open application windows only when needed, and may authorise fewer than ten stores if public safety requires. Because the number of retailers is capped but delivery, manufacturing and distribution are not, a shop's name on the register says little about how many businesses hold city permits.
What about growing at home?

No. The city attorney's FAQ prohibits growing on the exterior of a fully enclosed building, including carports, balconies, patios and rooftops.
What is the fine for growing too many plants?
The city's FAQ says fines can reach $1,000 per plant or violation, plus possible prosecution, and that property owners may be held responsible as well.
