How cannabis is sold in Michigan

Michigan voters legalized cannabis for adults 21 and older in November 2018 by approving Proposal 1, the Michigan Regulation and Taxation of Marihuana Act (MRTMA), with about 56% of the vote. The law lets adults possess, use, buy and transport up to 2.5 ounces of cannabis, of which no more than 15 grams may be concentrate, keep up to 10 ounces at home, and grow up to 12 plants in their residence. Cities and townships can ban or limit cannabis businesses, so store density varies sharply from one municipality to the next; Detroit, Ann Arbor and Grand Rapids all allow retail.

Licensed businesses are regulated by the Cannabis Regulatory Agency (CRA), which oversees both the adult-use market and the older medical program. Every adult-use retailer holds a license number in the AU-R format that can be checked in the CRA's public Verify a License tool, which also shows whether a store has approval for home delivery. Many Detroit-area stores do, and chains such as JARS and House of Dank advertise same-day delivery to residential addresses for adults with a valid ID.

Retail purchases carry the MRTMA's 10% excise tax on top of sales tax. From January 1, 2026, Michigan also applies a 24% wholesale tax on marijuana under the Comprehensive Road Funding Tax Act, passed with the 2025 state budget to raise money for roads. A Court of Claims judge declined to block the tax in December 2025, and in January 2026 the Court of Appeals refused to let the industry bypass that court; the constitutional challenge was still moving through the courts during 2026. Industry groups argued in court that the tax would seriously harm licensed businesses, and shoppers may see it reflected in prices.
