Why did Tracy raise its cap?

The Tracy Press reported that the council awarded four dispensary permits on 21 June 2021 after reviewing 41 applications, 31 of them for storefronts. Unsuccessful applicants protested by the end of July 2021, and the council raised the ceiling to 11. Voters had already backed a cannabis tax: Measure W passed on 3 November 2020 with 63.15 percent, at 6 percent of gross receipts for retailers, according to Ballotpedia. Tracy Cannabis Collective on 10th Street opened in July 2023, the first store.
