See the Red ListKey rules in the United Kingdom
Plain-language summary. The regulator is MHRA (Medicines and Healthcare products Regulatory Agency).
Possession (no prescription)
Illegal. Cannabis is Class B, with a maximum of five years' imprisonment and/or an unlimited fine; for possession, police may instead give a warning or a penalty notice of up to £90 on the spot.
Prescribed cannabis
Legal when prescribed by a doctor on the GMC Specialist Register and dispensed by a registered pharmacy.
Home grow
Illegal. Growing counts as production of a Class B drug, with a maximum of 14 years in prison; a prescription does not permit cultivation.
Public use
Using non-prescribed cannabis anywhere is illegal, and prescribed cannabis-based products must not be smoked.
Driving
Driving while impaired is illegal everywhere in the UK. England, Scotland and Wales also have drug limits (THC: 2 µg per litre of blood in England and Wales); the limit offense does not apply to drugs taken as prescribed if you are fit to drive. Minimum penalty: a one-year ban.
CBD products
Allowed as food only if linked to an application on the FSA public list (England and Wales) and if controlled cannabinoids such as THC stay within 1 mg per container.
Daily CBD intake
FSA advice: healthy adults should have no more than 10 mg of CBD a day from food; the THC safe upper limit is about 70 µg a day for an adult (July 2025).
Age
No statutory minimum age for a specialist prescription (NHS use includes children with rare epilepsies), but the private clinics in our directory take adults only (18+, or 21+ at Integro). The FSA advises under-18s not to take CBD.

How cannabis is sold in the United Kingdom
The United Kingdom allows cannabis for medical use only. Since 1 November 2018, cannabis-based products for medicinal use in humans have been Schedule 2 drugs, so a doctor on the General Medical Council's Specialist Register can prescribe them; GPs cannot. Everything outside that channel stays illegal. Cannabis is a Class B drug: possession without a prescription can lead to up to five years in prison, and supplying or producing it, which includes growing, up to 14 years. Smoking is still prohibited, even for prescribed products.
NHS prescriptions are rare. The NHS says very few people will qualify and points to three licensed medicines: Epidyolex for rare, severe forms of epilepsy, nabilone for nausea caused by chemotherapy, and Sativex for muscle spasticity in multiple sclerosis. Most people who use prescribed cannabis flower or oils therefore go through private clinics. These assess patients by video, have specialists in a multidisciplinary team ratify each decision to prescribe, as the CQC expects, and send the prescription to a specialist pharmacy that delivers to the patient's door. The CQC notes that GMC guidance treats unlicensed medicines as a second-line option, and clinics such as Mamedica and Integro say applicants should already have been through two or more standard treatments.
Costs vary widely. In September 2026, initial consultations at the clinics in our directory ranged from free (Integro) to £250 (Cannabis Clinic Cardiff), and monthly memberships from £5 to about £40. Medicine is paid for separately: listed flower prices started at about £5 per gram at Alternaleaf and around £50–£55 per 10 g at Releaf and Verkind, while oils cost roughly £80–£90 a bottle.
CBD is a separate market. CBD sold as food, such as oils, gummies and drinks, is a novel food, and none has yet been fully authorized. In England and Wales only products linked to applications on the Food Standards Agency's public list may stay on sale, and any THC or other controlled cannabinoid must meet the Home Office exempt-product test, which includes a ceiling of 1 mg per container. The FSA advises healthy adults to have no more than 10 mg of CBD a day, and in July 2025 its scientific committees set a safe upper limit for THC in hemp products of 1 microgram per kilogram of body weight a day, about 70 micrograms for an adult. It advises under-18s, people on medication and anyone pregnant, breastfeeding or trying to conceive to avoid CBD unless medically directed.
Oversight is shared. The MHRA regulates unlicensed medicines known as specials, the Home Office handles controlled drug licensing, the CQC registers clinics in England, and the GPhC registers pharmacies. Healthcare Improvement Scotland, Healthcare Inspectorate Wales and RQIA cover independent clinics in Scotland, Wales and Northern Ireland.

Cannabis in the United Kingdom: questions
Is cannabis legal in the UK?
Only on prescription. Since 1 November 2018 doctors on the GMC Specialist Register can prescribe cannabis-based medicines. Recreational cannabis remains a Class B drug, and possession can bring up to five years in prison.
Can my GP prescribe medical cannabis?
No. Only specialist doctors can prescribe it, and the NHS says very few people qualify for an NHS prescription. Most patients use registered private clinics, which usually accept self-referrals but ask for your medical records.
How much does private medical cannabis cost in the UK?
At the clinics we checked in September 2026, initial consultations ranged from free to £250 and memberships from £5 to about £40 a month. Medicine is extra, with flower from about £5 per gram to around £55 per 10 g.
Is CBD oil legal in the UK?
Yes, if it is sold as a food linked to an application on the FSA's public list (England and Wales) and contains no more than 1 mg of THC or other controlled cannabinoids per container. The FSA suggests a maximum of 10 mg of CBD a day for healthy adults.
Can I drive if I take prescribed cannabis?
Driving while impaired is always illegal. In England, Scotland and Wales the over-the-limit offense does not apply to a drug taken as prescribed, provided you follow your prescriber's advice and are fit to drive.
Can I grow my own cannabis with a prescription?
No. A prescription covers medicine dispensed by a pharmacy; growing cannabis is still production of a Class B drug, which carries up to 14 years in prison.
