Council voted 5 to 2 on 28 February 2023 to allow retail, reversing a 2017 stance that permitted only testing labs, and in July 2025 voted 4 to 1 to allow one store per ward, cutting the first round from 14 permits to seven. Locations must be 1,000 feet from schools and 1,000 feet from parks, and none is allowed in Downtown or Midtown. Beyond the city, the state section applies. The city's 2023 press release projected annual business taxes of $1 million to $1.5 million and sales taxes of $250,000 to $500,000, against a program cost of about $385,000.

The register is built from state licence data, while the city program has issued far fewer permits. Ask a store which city permit it holds before relying on it.

Can more Riverside stores open?

The original program allowed up to 14 storefronts. The 2025 amendment set seven initial permits, one per ward, with a review after a year of operation before more of the 14 are released.
