How cannabis is sold in New Jersey

New Jersey's adult-use market operates under the Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization (CREAMM) Act and is regulated by the Cannabis Regulatory Commission (CRC). Anyone 21 or older, New Jersey resident or visitor, can buy at a licensed dispensary. The CRC says the state has more than 320 licensed dispensaries and maintains a map and a list of licensed delivery services.

Each transaction is capped at the equivalent of one ounce (28.35 g) of flower, 4 grams of concentrate, resin or vape oil, or 1,000 mg of edible products, or a combination such as half an ounce of flower plus 2 grams of concentrate. Adults may possess up to six ounces and may gift up to one ounce to another adult without payment. Dispensaries must check ID but may not copy it or keep purchase records beyond the transaction. Smoking is allowed in private spaces and wherever cigarette smoking is allowed, unless a landlord or property owner prohibits it. Driving while impaired is illegal, and cannabis cannot be taken across state lines, including to New York.

New Jersey also allows licensed consumption areas attached to dispensaries. The CRC's rules require patrons to be 21+ with photo ID, bar the sale of food and drinks and ban tobacco; stores such as URB'N in Newark and Xena in Jersey City hold consumption-area endorsements. Delivery is handled by Class 6 delivery licensees and by retailers that deliver.

The CRC says purchases are subject to the 6.625% state sales tax plus a social equity excise fee. Licensed retailers hold Class 5 license numbers beginning with RE, and the CRC posts license certificates on its permitted-businesses page, so shoppers can check any storefront.
