Yes: adults 21 and older can buy cannabis at licensed stores in Vermont, and since July 1, 2026 they may buy and carry twice as much as before. Adult possession and home growing became legal on July 1, 2018, and licensed retailers began adult-use sales in October 2022. The Cannabis Control Board (CCB) licenses and regulates the adult-use and medical programs; its active-license report listed 111 retailer licenses in September 2026.
Act 176 (S.278), signed by Governor Phil Scott on June 18, 2026, raised both the amount a retailer may sell in one transaction and the amount an adult may possess from 1 ounce to 2 ounces of cannabis, and from 5 grams to 10 grams of hashish, effective July 1, 2026. It also creates a two-year pilot allowing up to 10 sale-only event permits a year for licensed retailers, bars leases from banning cannabis possession or use in a tenant's home (landlords may still ban smoking and vaping), and authorizes the Governor to negotiate interstate cannabis agreements if federal law changes. Several rules stayed the same: home growers may keep two mature and four immature plants; stores may not sell flower above 30% THC or concentrates above 60% THC, apart from prefilled vape cartridges; and adult-use delivery is still not allowed.
Consuming cannabis in a public place is a civil violation with a fine of up to $100 for a first offense, $200 for a second and $500 after that, and impaired driving is illegal. At the register you pay a 14% cannabis excise tax plus 6% sales tax, and 1% more in towns with a local option tax, according to the Vermont Department of Taxes; $100 of cannabis costs $120 or $121.

How much weed can you possess in Vermont?
Adults 21+ may possess up to 2 ounces of cannabis or 10 grams of hashish since July 1, 2026. Cannabis grown and stored at home under the home-grow rules does not count toward that limit.
What is the cannabis tax in Vermont?

Can you get cannabis delivered in Vermont?
