Who works in Needles' cannabis shops?

A city presentation dated 30 August 2023 counted 586 cannabis employees. Of them 118 lived in Needles, 340 in Arizona and 22 in Nevada. That is the border effect in one number.

Did Needles always allow it?

No. In 2010 six shops opened without permits and the council banned them. Voters approved Measure S in 2012, a tax of 10 percent of gross receipts, with 81 percent in favour. On 14 November 2017 council voted 6 to 0 to bar recreational businesses, SBC Sentinel reported. Ordinance 606-AC reversed that in 2018 and allowed adult-use sales. Ordinance 629-AC in 2020 allowed more retail businesses and on-site consumption, according to the city.

Is there a cap on shops?

A summary of a council hearing says staff described no numerical limit, with the number of shops left to market forces and zoning. The council approved a permit under Resolution 2025-49, and opponents of the Off The Charts store at 1611 Needles Highway argued the market was saturated after Arizona legalised sales.

Needles Highway has Desert Haze at 2205, Marvins Mary J at 2208 and Otc Needles at 1611. Needles Cannabis Dispensary is on H Street, Cavi Land on J Street and The Cure Company on Columbus Street. No. Arizona sits across the Colorado River and its own law governs, and crossing a state line with cannabis is a federal matter. Buy only what you will use in California.

Does Needles allow on-site use?

The city's 2020 ordinance allowed on-site consumption. A lounge at 2701 Columbus Drive won a unanimous planning commission recommendation, though the final council ruling is not in Verdex's sources.
