How cannabis is sold in Oregon

Under Measure 91, possession and home growing became legal for adults 21 and older in Oregon on July 1, 2015. Recreational sales are licensed by the Oregon Liquor and Cannabis Commission (OLCC), while the Oregon Health Authority runs the Oregon Medical Marijuana Program (OMMP).

Customers may buy up to two ounces of usable cannabis per day, along with limits on solids (16 ounces), liquids (72 fluid ounces), extracts and concentrates (10 grams), inhalable products (10 grams), four immature plants and ten seeds. Adults may possess two ounces in public and eight ounces at home, and a household may grow four plants regardless of how many adults live there. Oregon charges a 17% state tax on recreational sales, and some cities and counties add up to 3%. OMMP patients aged 18 and over can buy medical-grade products from OLCC retailers that serve patients.

Home delivery is legal within the retailer's own city or county, and to neighboring jurisdictions only if they have opted in; retailers may deliver to any OMMP patient. Public consumption and impaired driving are illegal, and cities and counties may ban cannabis businesses. OLCC rule changes that took effect on January 1, 2026 mainly affect businesses, such as trade-show sales between licensees. The OLCC's public license dataset returned no records when Verdex checked in September 2026, so ask a store to show its license if unsure.
