What does the window mean for shoppers?

Licences are limited per community plan area, and DCR runs a lottery among verified equity applicants, so a general applicant cannot simply open a sixth shop. Existing operators renew every year, which is why the register barely moves. Advertising is also banned within 700 feet of a school, park or library.
