The fourteenth store, at University and 70th, was still under construction in July 2026, Times of San Diego reported, so the city is effectively at its ceiling. Spacing is 1,000 ft from schools, childcare, playgrounds and other dispensaries.

From Measure U to Measure V

Voters passed Measure U in 2016 with 53%, opening the door to medical dispensaries. The Grove opened in July 2018 on Center Street with 25 customers on day one, its owner told Times of San Diego. Measure V, the cannabis business tax, passed with 73.4% in November 2018 and is now 4%, the lowest in San Diego County, according to the same paper. The city expects about $2.5 million a year for its general fund in 2025-26.
