Massachusetts opened its first adult-use cannabis stores in 2018; NETA, one of the original medical operators, says its Northampton store began recreational sales on November 20, 2018, as one of the first two in the state. Today the market is regulated by the Cannabis Control Commission (CCC), which licenses retailers, cultivators, manufacturers, delivery businesses and medical treatment centers and publishes its full license list as open data.
Anyone 21 or older with a government-issued ID can buy from a licensed Marijuana Retailer. According to the CCC, adults may carry up to two ounces, keep up to 10 ounces at home, and must lock up anything over two ounces stored at home. Adults may grow up to six plants, or 12 in a household with two or more adults. Consuming cannabis in any form in public places or on federal land is illegal, an open container of cannabis in a car's passenger area can bring a civil fine of up to $500, and it is illegal to drive high, cross state lines with cannabis or mail it.
Adult-use purchases carry a 10.75% state excise tax plus the 6.25% state sales tax, and host cities and towns may add a local tax of up to 3%. Medical purchases by registered patients are exempt from all three. Home delivery is available in many areas through CCC-licensed Delivery Operators and Couriers, such as Zyp Run in Greater Boston and Dris in MetroWest, and some retailers offer delivery through partners. Boston, Cambridge, Somerville and Brookline all host multiple licensed stores, from early medical operators to newer social-equity businesses.
