How does the five-store cap work?
According to the city's cannabis page and code, the cap covers dispensaries specifically, while all permit categories together stop at 23. Applications are accepted only during announced rounds, permits go to the best-scoring applicants, and the city is not accepting applications now. Section 5-07.33 limits trading to 6 a.m. to 10 p.m. Monterey County Now reported that cannabis brought the city general fund more than $1.8 million in 2020, nearly five times its 2017 take.
