Why can't a twenty-first store open south of the freeway?

The city treats more than twenty approved dispensaries south of Interstate 10 as an excessive concentration, and since November 2016 it has stopped taking new applications there. Nothing limits the north side, but none exist. That fixed pool is why the same operators reappear: Desert Kush at 36633 Cathedral Canyon Drive and another Desert Kush on East Palm Canyon Drive hold separate licences.
