What does on-site use depend on?

Ukiah is the Mendocino County seat. Ukiah's planning manager, Jesse Davis, told the Mendocino Voice in October 2024 that location is paramount: downtown dispensaries typically cannot run consumption lounges, while those on the outskirts may. A retailer must modify its permit as a discretionary use or apply for a new one. California's AB 1775 lets a city allow food, drink and events at such sites, but only where local law agrees. The county's own retail permit program began on 16 November 2017, and it already lets existing unincorporated retailers open lounges, while Ukiah, Fort Bragg, Willits and Point Arena decide one by one.
