Yes: adults 21 and older can legally buy cannabis at licensed stores in Minnesota. Possession and home growing became legal on August 1, 2023, after Governor Tim Walz signed the adult-use law on May 30, 2023, and the first state-licensed stores outside tribal lands began adult-use sales on September 16, 2025. Several tribal nations opened dispensaries on their reservations earlier under their own authority. The Office of Cannabis Management (OCM) licenses businesses and has also run the medical program since March 1, 2025.
Minnesota's limits depend on where you are. In public an adult may carry up to 2 ounces of flower, 8 grams of concentrate and edibles with up to 800 mg of THC; at home the flower limit is 2 pounds. A store may sell up to 2 ounces of flower, 8 grams of concentrate and 800 mg of THC in edibles in one transaction, and edibles are capped at 10 mg of THC per serving and 200 mg per package. Up to eight plants, no more than four of them flowering, may be grown per residence in an enclosed, locked space out of public view. Use is allowed in a private residence or yard, on private property unless the owner forbids it, and at licensed on-site consumption venues or events. It is illegal in a motor vehicle and anywhere tobacco smoking is banned. State law also licenses cannabis delivery services.
Adult-use purchases carry a 15% cannabis gross receipts tax, raised from 10% for sales after June 30, 2025, plus the 6.875% state sales tax and any local sales tax. A 2026 law (chapter 123, HF 4203/SF 4401), mostly effective August 1, 2026, merges the medical and adult-use supply chains, lets hemp license holders hold cannabis licenses, and from January 1, 2027 creates a macrobusiness license that can run up to eight stores.
