How it works

How cannabis is sold in Morocco

Morocco is one of the world's largest producers of cannabis resin and, since 2021, also a licensed producer. Law 13-21 on the lawful uses of cannabis, promulgated on July 14, 2021, allows cultivation, processing, trade, import and export for medical, pharmaceutical and industrial purposes. Recreational use is excluded: smoking kif or hashish is still punished under a 1974 dahir with two months to one year in prison and a fine, and trafficking with five to ten years.

Every licensed activity runs through the National Agency for the Regulation of Activities relating to Cannabis (ANRAC), set up in 2022. Growing is allowed only in the provinces of Al Hoceima, Chefchaouen and Taounate, only for adult Moroccan residents who belong to a cooperative, and industrial varieties are capped at 1% THC, according to ANRAC. In 2025 the agency counted 5,765 active authorizations, 5,492 of them for 5,318 farmers, and 3,141 hectares harvested, of which 2,622 hectares were the local beldia variety (H24info, April 2026).

In August 2024 King Mohammed VI pardoned 4,831 people convicted, prosecuted or wanted over cannabis cultivation, so they could join the legal scheme. The first legal export, 100 kg of resin under 1% THC, went to Switzerland in 2024, and ANRAC's 2025 figures list seven foreign markets, among them France, the Czech Republic, Portugal and Australia.

What a consumer can actually buy is limited to low-THC products. ANRAC reported 161 authorized products by mid-July 2026: 71 food supplements, 73 cosmetics and 17 foods such as herbal teas. Supplements and foods are capped at 0.3% THC, according to an ANRAC communiqué reported by Le Cannabiste. They are sold through a network of more than 600 points of sale that ANRAC publishes online, mostly pharmacies and parapharmacies. Cannabis medicines have been registered, but ANRAC said in July 2026 that they had yet to reach pharmacy shelves, and doctors are not yet prescribing.

For tourists, the gap between law and street is wide. Hashish is offered openly in Chefchaouen and parts of the Rif, but buying or using it is illegal, and taking any out of the country is trafficking. Moroccan police reported 134,126 arrests in drug cases in 2025, including 378 foreign nationals. The legal route for a visitor is a CBD cosmetic or supplement from a listed pharmacy. No, not for recreational use. Law 13-21 legalized cannabis only for medical, pharmaceutical and industrial purposes under ANRAC licences; using or buying hashish or kif remains a criminal offence.

Can tourists smoke kif in Chefchaouen?

Legally, no. Hashish and kif are widely offered in Chefchaouen and the Rif, but buying and using them is illegal, and foreigners are among those arrested in drug cases each year.
