Why so many, and where the limits are

Salem is the county seat and the state's capital, with about 175,500 residents (2020 census). OLCC's September 2026 record lists Marion County, Turner, Aumsville, Sublimity, Mount Angel and Lyons as prohibiting retail, so Salem is the main place to buy locally. Green Cross appears three times, at three addresses, each a separate register entry.
