A city with its own paperwork
Keizer's website lists a marijuana retailer ordinance, an application for a marijuana retailer licence, and a section of the development code, 2.433, headed marijuana special permitted uses. That is a second layer beyond the OLCC licence, so a shop needs both. The listed addresses give no sign of which shops hold which city permit.
The city sits against Salem, and some listings for its shops use a Salem mailing name. Oregon Bud Company, for one, shows a Salem address on third-party sites but a Keizer address in the OLCC record we use. Salem has its own chapter 31 on marijuana in its code, so the neighbours do not share rules.
