Someone driving south from Portland on Pacific Highway meets Tigard's cannabis shops in a strip, because the council put them there on purpose.

Cola Cove is at 13553 SW Pacific Highway. - Finish at the south end.

Why downtown has none
Tigard's council banned dispensaries from the downtown and limited them to lots with frontage on Pacific Highway, Oregon 99W, according to Pamplin Media. Section 18.430 of the city code repeats it: the primary entrance must be visible from the highway right-of-way.
The Nectar and CDC addresses do not meet that description as written. They may be grandfathered, may use a mailing address, or may fall under other zoning, and that is not recorded. Check the licence before relying on the frontage rule. The city code also carries a marijuana tax chapter, 3.80, though its rate did not surface in what we read.
Oregon's state-level limits sit at the state hub.
