Deschutes County bans cannabis production and processing on its rural land, yet the same OLCC record marks retail as not prohibited. A shop can open in the unincorporated county, but a grow cannot.
Why is a Sunriver store filed under Bend?
Because of its mailing address. Cannabis Nation Sunriver at 56789 Lunar Drive is written 'Bend, 97707' in the register, but Sunriver is an unincorporated resort community south of the city, so the county's rules apply and Bend's do not. The county's opt-out was tested on November 3, 2020, when voters rejected Measure 9-134, which would have repealed it. Verdex lists 25 shops, and Cannabend on Highway 97 and Diamondtree on Highway 20 sit on the two trunk roads, while Cannavida and Dr. Jolly's are closer in and Green Cross Cannabis Emporium is on Century Drive.
Which nearby towns say no?
Sisters prohibits producers, processors, wholesalers and retailers, according to OLCC's September 2026 record of prohibiting cities and counties. Redmond does not appear on the list, so it is not prohibiting retail today. Statewide caps live on the Oregon page, not here.
