A ban that failed
Ordinance 4995 would have banned medical dispensaries and every kind of recreational business in the city. It did not pass, according to the city's ordinance record. In February 2014 the council had heard from residents who asked it to allow medical dispensaries, one pointing to the local cancer centre, as the meeting minutes show.
What the Yamhill record shows
None of Yamhill County's 10 cities opted out of adult-use cannabis, per the OLCC opt-out record as Oregon State Cannabis summarises it. In November 2016 McMinnville voters also saw Measure 36-181, a city tax on retailers' cannabis sales. Purchase limits are listed for all of Oregon.
