Gresham shut dispensaries out years before the state licensed anyone, using a single sentence in its business-licence rules.
The city adds a line to its business-licence rules: no licence for any business that breaks federal, state or city law. That kept dispensaries out, the Bend Bulletin reported.
A moratorium on medical dispensaries takes effect. It expires on 1 May 2015, according to the city.
A 4-3 council vote lets medical marijuana businesses apply for licences, confined to limited industrial land.
Council votes 4-3 not to let medical outlets sell recreational cannabis before the OLCC licenses sales, Pamplin Media reported.
Voters approve Measure 26-186, a city tax on recreational sales, according to Multnomah County elections.

Nectar appears as 505 NW Burnside Road, 403 and 407 SE 162nd Avenue, 18066 NE Airport Way, and 2445 SE 3rd Street, where the entry reads Nectar Markets. Yes, in practice. A 2010 licence clause blocked dispensaries, and a moratorium ran from 15 April 2014 to 1 May 2015. Recreational sales began after the state licensing round, and voters approved a city sales tax in November 2016.
Why does Nectar show up five times?
The register keeps one record per OLCC licence, and Nectar holds several around Gresham. Two appear to be for the same building, so the count overstates how many storefronts there are.
