Salem has 43 licensed stores in Verdex, and the county around it is a big part of why: Marion County voters rejected Measure 24-405 in November 2016, which would have allowed recreational businesses in the unincorporated area. Stores therefore concentrate inside the capital, including Capitol Green Leaf on Capitol St NE, Club Pitbull on State St and Cannasource on Shipping St NE. Adults 21 and over may buy without a medical card, and the OLCC's daily cap of 2 ounces of flower applies at every counter. None of the 43 has a Verdex score yet.
