Oregon's busiest cannabis town per head is not Portland but Ontario, a small city on the Idaho line, where local reporting from OPB and Portland Monthly describes Idaho residents as most of the customers. Verdex lists 14 stores there. Idaho still bans cannabis, so what they buy cannot legally cross back.

Across the state, adults 21 and older may buy up to 2 ounces of flower a day from Oregon Liquor and Cannabis Commission licensees, and the OLCC's median flower price was $3.33 a gram in August 2026. Verdex lists 741 stores, including Green Goddess Remedies on SW Taylors Ferry Road, Happy Leaf in Irvington and Americanna RX on NE Sandy Boulevard near the airport.

Portland, Eugene and the counties that say no

Portland has 212 of our listings, then Eugene (53), Salem (43), Medford (33) and Bend (25). Cities and counties may ban cannabis businesses, so the map thins out in places where voters opted out. Retailers charge a 17% state tax on recreational sales and, where a city or county has adopted one, up to 3% more.

  • Daily limits: 2 oz of flower, 10 g of concentrate, 10 g of inhalable products, 16 oz of solid edibles and four immature plants.
  • Edibles: recreational packages are capped at 50 mg of THC and 5 mg per serving; registered medical patients can buy up to 100 mg per package.
  • Delivery: legal to residences in the retailer's own city or county, and to neighbouring jurisdictions that have opted in. Retailers may deliver to any Oregon Medical Marijuana Program patient statewide.

The OLCC's public licensee dataset returned no records when we checked in September 2026, so ask a store to show its licence if you are unsure. A decade of open licensing has produced more supply than demand, and the OLCC reports flower at record-low monthly medians in 2026. Look at harvest dates and lab results, not only price.
