Moratorium, then rules

On February 10, 2025 the City Council unanimously approved zoning for cannabis shops. They are allowed in manufacturing and warehousing districts, the C-4 downtown mixed-use district and C-5, with C-2 and C-3 by special permit only. Residential districts are barred, and shops that had already opened were grandfathered. State law adds 500 feet from schools and 200 feet from houses of worship. At that point the Gazette counted six active licences and a pending project at the former KeyBank on Eastern Parkway.
