Is that corner shop on Hylan Boulevard licensed?

Check the door before you buy. New York requires every licensed dispensary to post the Office of Cannabis Management verification tool near its main entrance, and its QR code opens the state site so you can match the address. Staten Island had a visible unlicensed-shop problem: in May 2024 officials announced nearly 20 illegal smoke shops shuttered across the borough under Operation Padlock to Protect.

  • Verification sticker — Posted by the main entrance; scan it and confirm the address on cannabis.ny.gov.
  • Tax on the receipt — A licensed sale lists the 9% state and 4% local excise lines.
  • Buy Legal map — OCM's map shows licensed stores and delivery services.
  • Red flags — No ID check, no receipt, or edibles in look-alike candy wrappers.

By May 2025, the city said Operation Padlock had sealed nearly 1,400 illegal cannabis businesses across the five boroughs, while 160 licensed dispensaries were open citywide. Staten Island District Attorney Michael McMahon called the illegal shops a quality-of-life and public-health problem for the borough. For a running list of flagged sellers, see our Red List.

Where can you use it on the Island?

New York lets adults consume where tobacco smoking is allowed, with exceptions: not in a vehicle, and not in the outdoor public spaces and state parks covered by the 2022 smoking ban. Landlords and hotels can still prohibit it. Driving while impaired is illegal, which matters on an island where most trips run by car over the Verrazzano or Goethals bridges. Ask about edibles or vapes if you are staying somewhere that bans smoking.

Four stores already have full Verdex profiles: Gaslight Dispensary, NugHub NY, Clouditude Dispensary and Highstone. Statewide rules live on the New York hub. The remaining 17 licensed stores are listed on this page with register data while their profiles are completed.
