Jamaica's shops sit next to a county that said no: Nassau County, along with Hempstead, North Hempstead and Oyster Bay, opted out of retail sales in 2021, and only five of Nassau's 69 municipalities opted in (Long Island Press). Queens stayed in.

What the neighbours did about it

Fox 5 reported that the Office of Cannabis Management confirmed an opt-out applies only inside the municipality that adopted it, so nothing stops a Queens shop from opening at the line. Sen. Martins introduced a bill for a quarter-mile buffer; I could not find that it passed. For a shopper the practical result is a run of shops right at the line: Down To Earth Canna Inc at 248-15 Union Turnpike is the easternmost entry, while Common Courtesy Dispensary Inc at 138-09 and Good Grades LLC at 162-03 Jamaica Avenue are nearer the transit hub. JFK Cannabis Inc is on Rockaway Boulevard near the airport, and Comfort Care Services inc. and Nirvana Springs, LLC are on Hillside Avenue.

Broader rules: Statewide New York law. I could not confirm a licensed lounge in Jamaica, so treat that as unavailable until the shop says otherwise.

Does the opt-out stop Queens shops near Nassau from opening?

No. The Office of Cannabis Management told Fox 5 that an opt-out applies only within the town that adopted it. A proposed quarter-mile buffer would change that, but I found no evidence it became law.
