What is Operation Padlock and does it affect buyers?

It is New York City's enforcement drive, started in May 2024, that lets the Sheriff's Office close unlicensed cannabis sellers under powers the state gave the city. By May 2025 the city reported more than 1,300 shops ordered shut across the five boroughs, many of them in Brooklyn commercial strips. A state judge later ruled parts of the process denied due process to one Queens shop, so enforcement has faced challenges. Buyers are not the target, but money spent at a padlocked shop is gone, and product from it was never tested. Flagged sellers go on the Verdex Red List.
