Why nine and seven?

The press counted retail doors; the register also carries licences that may be delivery or company records. Kingston Cannabis LLC, at 728 Broadway, was reported as The Hub Dispensary. Broadway also has A2B Luxury at 356. Hudson Valley One reported Etain opening on Route 28 the same month, while the register lists Fluent at 445 State Route 28. Beyond Broadway, the outer roads hold CannaPlanet on Ulster Avenue, Fluent on Route 28 and Royal Blend on Route 32.

Did the city ever consider opting out?

Kingston is the Ulster County seat, and the county had 182,977 residents in 2020. Mayor Steve Noble said in 2021 there had been no conversation about opting out, and the city did not. Beyond the city limits, New York sets the terms for every buyer.
