How it works

How cannabis is sold in Rochester

In May 2025 WXXI reported that Rochester had collected $245,737 in cannabis tax over two years from two dispensaries. Verdex's register now lists 32 licensed entries with a Rochester address. Both facts can be true, and the gap is the thing to understand before you plan a trip.

Why is a licence not the same as an open shop?

A conditional licence can be issued before a storefront is built and inspected, so a register entry can be a store that opened last week or a lease that has not. The Rochester Beacon reported in May 2026 that nearly 50 legal dispensaries operate across the region, with Henrietta hosting six. The city's share of the retail tax is the 3 percent municipal slice of the 13 percent total, which is why two shops produced a modest sum. Before you visit 6 Point Cannabis at 190 E. Main Street, Flower City Botanical LLC on South Avenue or Browncroft Budz on North Winton Road, confirm the storefront is open.

Why do the suburbs matter to a city shopper?

Of Monroe County's 30 municipalities, 18 opted out of retail, including Greece and Pittsford, so shops in Rochester and Henrietta serve the whole county. The city opted in to dispensaries and lounges under its own zoning and time, place and manner rules. WHAM reported the first shop inside the city as Herbal IQ at 1749 East Avenue.
