Minimum age
18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.
Possession
30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.
Home grow
Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).
Public use
Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.
Edibles and extracts
Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

Only from provincially run or authorized retailers, delivered within that province.
Travel
Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

Crossing to Detroit with cannabis: don't
Windsor sits across the river from a city where adult-use cannabis is also legal, and that invites a mistake. Canada's border law has not changed with legalization: carrying cannabis in any amount into or out of Canada without a Health Canada permit is a criminal offence, and the Canada Border Services Agency regularly reports small seizures at the Ambassador Bridge and the tunnel. The Gordie Howe International Bridge, which opened on July 27, 2026, follows the same rules and bans consumption on the bridge itself. Buy on the side where you'll use it, and don't bring leftovers home.
Tecumseh and Wyandotte carry most of the stores
Windsor council voted 8–3 in January 2019 to allow private stores, and the first shops opened in 2020 after some location fights, including city opposition to a proposed downtown site. Today the AGCO register (September 2026 snapshot) shows the stores lining a few long east–west roads:

Visiting from Michigan? What changes on this side
Americans aged 19 and 20 can legally buy in Windsor, which they cannot do at home. Bring a passport or other government photo ID; stores check everyone. Prices are in Canadian dollars with 13% HST added at checkout. Ontario law bars smoking or vaping cannabis wherever tobacco smoking is banned, including enclosed public spaces, patios and near children's playgrounds, and hotels commonly prohibit it in rooms. How to tell a licensed Windsor store from a grey-market one
Authorized stores display their AGCO authorization and sell only product with the federal excise stamp. Can I bring cannabis from Windsor to Detroit?
No. Taking cannabis across the Canada–US border is illegal in both directions without a Health Canada permit, regardless of the amount and even though both Ontario and Michigan allow adult use. This applies at the Ambassador Bridge, the Detroit-Windsor Tunnel and the Gordie Howe International Bridge.
Can 19- and 20-year-old Americans buy cannabis in Windsor?
Yes. Ontario's legal age is 19, so a 19-year-old visitor with valid government photo ID can buy at an authorized store. Using it in Ontario must follow provincial rules, and it can't go back across the border.
