Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

A 19- or 20-year-old can buy legally in Ottawa but not possess cannabis in Quebec. Moving legally bought cannabis between provinces within the 30 g limit is allowed for adults of legal age in both.

How Ottawa decided

At a special meeting on December 13, 2018, council defeated a motion to opt out 22–2 after close to five hours of delegations, and private stores began opening in 2019. The AGCO, not the city, approves each location; provincial rules keep stores at least 150 metres from schools. The city can file comments during an application's public notice period.

Where you can and can't consume

Ontario's Smoke-Free Ontario Act, 2017 bans smoking or vaping cannabis wherever tobacco smoking is banned, which in Ottawa includes enclosed workplaces, restaurant patios, playgrounds and sports fields. Federal property matters here too: Parliament Hill and other federal grounds follow federal rules, not the provincial ones. There are no licensed consumption lounges anywhere in Ontario.

Tourists 19+ with valid photo ID can shop like residents. Carrying up to 30 g on a domestic flight out of Ottawa International is allowed; flying across any border with cannabis is not. 19. Ontario sets the minimum age at 19, and stores must check ID for anyone who looks under 25. Across the river in Gatineau, Quebec's minimum age is 21.

Can I bring cannabis from Ottawa into Gatineau?

Adults of legal age in Quebec (21+) can carry up to 30 g of legally purchased cannabis between provinces. Someone aged 19 or 20 may buy in Ottawa but cannot legally possess cannabis in Quebec.
