Key rules in Canada

Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

Yonge Street alone has 17 authorized storefronts in the AGCO register. That tells you most of what matters about buying in Toronto: supply is not the problem, picking a store is. Toronto council opted in to private retail in December 2018, and the city has never had a local cannabis tax or cap of its own; the province sets the rules and the AGCO licenses every store.

Where are Toronto's licensed stores concentrated?

They follow the main retail streets of the pre-amalgamation city. Counting AGCO "Authorized to Open" records with a Toronto mailing address (register data as of September 23, 2026):

Which Toronto stores have full Verdex profiles?

Delivery: store staff or the OCS, never a gig app

AGCO rules allow authorized stores to deliver only with their own employees, only to residences and private places in Ontario, between 9 a.m. and 11 p.m., and only to someone 19 or older. Uber-style couriers and "ship anywhere" websites are not part of the legal system. The OCS ships province-wide and, in parts of southern Ontario, offers same-day evening delivery. If a site takes e-transfer or crypto only and skips age checks, Health Canada lists those as signs of an illegal seller; check it against our Red List.

Where can you actually smoke in Toronto?

Under Ontario's Smoke-Free Ontario Act, you can generally smoke cannabis where tobacco smoking is allowed: private homes, sidewalks and most of a park. The City adds its own limits. Municipal Code Chapter 709 bans smoking within 9 m of the entrance or exit of a public building, and Chapter 608 bans smoking within 20 m of playgrounds, splash pads and sports fields in city parks. Condo and apartment indoor common areas, patios, and any vehicle or boat are off-limits under provincial law. Visitors flying out of Pearson can carry up to 30 g on a domestic flight; on any international flight, including to the U.S., it is a crime.

How many legal dispensaries are there in Toronto?

Verdex lists 154 AGCO-authorized cannabis stores with a Toronto address, based on the AGCO register as of September 2026. Scarborough, North York and Etobicoke stores are counted on their own pages, so the full City of Toronto total is higher.

Can tourists buy cannabis in Toronto?

Yes. Anyone 19 or older with valid government photo ID, such as a passport, can buy at an authorized store. You cannot take it across the U.S. border or onto an international flight.

Is weed delivery legal in Toronto?

Yes, from two sources: authorized stores using their own staff (9 a.m. to 11 p.m., to a residence) and the Ontario Cannabis Store by mail or same-day courier in some areas. Third-party app couriers are not allowed to deliver cannabis.

Can I smoke weed in a Toronto park?

Generally yes, but not within 20 m of a playground, splash pad or sports field under the City's parks bylaw, and not within 9 m of a public building entrance. Ontario law also bans it near schools and on restaurant and bar patios.

How do I know a Toronto store is licensed?

Licensed stores display the AGCO seal and authorization certificate, and all their products carry a federal excise stamp. You can also look up the address in the AGCO's store register or on Verdex.
