Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

Mississauga is the rare big Ontario city that spent more than four years with no legal cannabis store at all. Council opted out in January 2019, then voted 8–4 on April 19, 2023 to let AGCO-authorized stores open. The count Verdex shows today, 66 stores, was built almost entirely since mid-2023.

Ontario gave municipalities a one-time chance to opt out of private retail before January 22, 2019, and Mississauga took it. A later city staff report found residents were disproportionately served by the illicit market without local stores, which pushed the 2023 reversal. Once a city opts in, the decision is final under Ontario law, so the city cannot close the door again.

What the city controls, and what it doesn't

Very little sits with the city. The AGCO issues and renews store authorizations and enforces the rules; the city can comment on applications during the public notice period but cannot set its own caps. Provincial rules keep stores at least 150 metres from schools, as measured by the AGCO. Several councillors raised clustering concerns during the 2023 debate, and the AGCO rules contain no minimum distance between two cannabis stores, so pairs of stores on the same plaza strip are legal.

Flying out of Pearson with cannabis

Toronto Pearson sits inside Mississauga's boundaries. Canadian rules let adults carry up to 30 g on domestic flights, but taking cannabis across any international border, including to the United States, is illegal, whatever the rules at your destination.

Because legal stores arrived late, older unlicensed delivery services and storefronts built a following in Peel before 2023. An authorized store posts its AGCO authorization, sells only products with the Health Canada excise stamp and checks ID for anyone who looks under 25. Are cannabis stores legal in Mississauga?

Yes. Mississauga council opted in to private cannabis retail on April 19, 2023, after opting out in 2019. Stores must hold an AGCO Cannabis Retail Store Authorization.

How many dispensaries are in Mississauga?

Verdex lists 66 AGCO-authorized cannabis stores in Mississauga, drawn from the official Ontario register. The number changes as the AGCO approves new stores and others close.

Can I order weed online in Mississauga?

The Ontario Cannabis Store (ocs.ca) is the only legal online seller in Ontario. Authorized stores may also deliver themselves, using their own staff, to a residence between 9 a.m. and 11 p.m.

Can I take cannabis on a flight from Pearson?

Adults can carry up to 30 g of cannabis on domestic Canadian flights. Taking cannabis out of Canada, including to the U.S., is illegal regardless of the destination's laws.

Can I smoke cannabis in Mississauga parks?

The Smoke-Free Ontario Act, 2017 bans smoking or vaping cannabis wherever tobacco smoking is banned, including children's playgrounds, sports fields and near public entrances. Ontario has no licensed consumption lounges.
