Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

Is the shop on your corner licensed?

Check before you pay: every legal Ontario store must display the AGCO seal and its authorization certificate, and every product has a federal excise stamp. All stock comes from one wholesaler, the Ontario Cannabis Store, so a store selling unstamped jars, candy-style edibles over 10 mg THC, or taking cash-only orders by text is outside the system. Health Canada also flags "ships anywhere in Canada" and e-transfer-only payment as signs of an illegal seller. Sellers we have documented go on the Verdex Red List.

Delivery and where you can use it

Six of the Scarborough stores Verdex lists also offer delivery. AGCO rules require the store's own employees to deliver, to a private residence in Ontario, between 9 a.m. and 11 p.m. Under the Smoke-Free Ontario Act you can smoke at home and in most outdoor spaces, but not within 20 m of school grounds or playgrounds, in indoor common areas of apartment buildings, or in any vehicle. Toronto's bylaws add a 20 m buffer around park playgrounds and sports fields and a 9 m buffer around public building entrances. Heading into the Rouge Valley or another large park? Did Scarborough opt out of cannabis stores?

No. Scarborough has been part of the City of Toronto since 1998, and Toronto City Council voted 20–4 on December 13, 2018 to allow private cannabis stores.

Can Scarborough stores deliver?

Yes, if the store is authorized and uses its own employees. Deliveries go only to private places in Ontario, between 9 a.m. and 11 p.m., to someone 19 or older.
