Key rules in Canada

Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

How it works

How cannabis is sold in Guelph

Guelph council decided 10 votes to 3 on December 17, 2018, more than a month before the province's deadline, according to GuelphToday.

Gordon Street, Stone Road and downtown

Gordon Street, the main north-south road, holds FIKA Cannabis at 89 and J. Supply Co. at 1515. Stone Road W has Bud's Cannabis Store at 370 beside Fire & Flower at 314. Downtown, Highlife Cannabis is on Wyndham Street N. Verdex lists 23 Guelph stores, and no full profile yet.

Applications keep coming

GuelphToday has reported record numbers of applicants, and the City has opposed some of them. Its leverage is limited: a city that opts in cannot opt out again, and the AGCO issues authorizations without a cap, according to the AGCO. So a Guelph store list can grow without any council vote.

Ontario stores may open from 7 am, but each sets its own hours. For a fast check, use the licence guide, and the Ontario section covers the remainder.
