The rules

Key rules in Canada

Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How it works

How cannabis is sold in Belleville

The local risk in Belleville is a road sign: Tyendinaga Mohawk Territory sits next door, and its cannabis shops are not part of the AGCO system.

  • Which side of the line. CBC reported about 42 dispensaries had opened on Tyendinaga territory, and Tyendinaga Township opted out of the provincial scheme. Belleville council voted to opt in, per InQuinte. A store on the Belleville side needs an AGCO authorization.
  • The Front Street trio. Casa Bliss (110 North Front), Tokyo Smoke (305 North Front) and Sativa Bliss (200 Front) share the downtown strip, so read the unit number.
  • The package. Legal product carries the federal excise stamp and OCS-sourced packaging; the package guide shows what to look for.
  • Chain and independent. Canna Cabana is at Sidney Street, True North on Bridge Street W, Budget Cannabis on Dundas W and Greenheart Flowers on Wallbridge-Loyalist Road.

Why does Belleville hear about Tyendinaga?

Owners of Tyendinaga shops have argued they answer to the territory, not the province, according to Global News. That is a jurisdiction dispute, not a quality one. Our guide to shops on First Nations land sets out the difference for a buyer, and the Ontario hub covers province-wide rules.

Where do the seven cluster?

Three on Front Street, four spread along the arterials to the north and west.

Cannabis in Belleville: questions

Did Belleville opt in to cannabis retail?

Yes. Councillors voted overwhelmingly to opt in, according to InQuinte, which made Belleville eligible for one of the private stores allocated to the eastern region at that stage.

Are the Tyendinaga smoke shops licensed by the AGCO?

No. The AGCO authorizes stores in participating municipalities, and CBC reported that Tyendinaga Township opted out and its shops operate outside that scheme.
