Windsor council voted 8-3 in January 2019 to allow private cannabis stores, even though city administration had recommended opting out. The city has since objected to specific proposed locations: it opposed a downtown store at 545 Ouellette Avenue in a submission to the AGCO, CBC reported. It has no power to cap stores, and Verdex now lists 48 authorized shops.

Across the Detroit River, Michigan also allows adult-use sales, but Canadian and US federal law forbid carrying cannabis over the border in either direction. Buyers in Windsor must be 19.

Tecumseh Road, Walker Road and downtown Ouellette

The list stretches across the city. East Windsor has Canna Cabana at 6711 Tecumseh Road East and Connoisseur Culture at 7833; another Canna Cabana is on Walker Road. Howard Avenue holds Cannasavvy Cannabis Co. at 3395 and Discounted Cannabis at 2783. Downtown and near it, Discounted Cannabis has stores at 1115 Ouellette Avenue and 1332 Wyandotte Street East, and Dealz Cannabis is on Ottawa Street. Discounted Cannabis shows three times in the top rows.

  • Border reality: the border guide covers what both agencies say about pre-rolls, edibles and CBD in a bag.
  • Volume: with 48 stores in the city, hours and price are the real differences; the OCS supplies every one.
  • Hours: the province allows 7 a.m. to 11 p.m. since May 1, 2026, according to the AGCO, and each store sets its own hours inside that window, so confirm before you drive across town.
  • Other border city: Sarnia, facing Michigan across the Blue Water Bridge, has a smaller list.

Questions about this list

Can I take cannabis from Windsor to Detroit?

No. It is illegal under both countries' federal laws to carry cannabis across the border in either direction, including at the Detroit-Windsor Tunnel and the Ambassador Bridge, even though Michigan allows local sales.

Did Windsor vote to allow cannabis stores?

Yes. Council voted 8-3 in January 2019 to opt in, despite an administration recommendation to opt out. The city can comment on individual applications to the AGCO but cannot cap store numbers.
