Look up a licenseHow cannabis is sold in Quebec
Quebec has Canada's strictest cannabis regime. The Société québécoise du cannabis (SQDC), a subsidiary of the SAQ, is the only business allowed to sell cannabis at retail, through roughly 110 branches and its website. The minimum age to buy or possess cannabis, or to enter an SQDC store, has been 21 since January 1, 2020.
Adults may carry 30 grams in public and keep up to 150 grams in a private residence, however many adults live there. Growing cannabis for personal use, or even possessing a plant, is prohibited even though federal law allows four plants. Smoking or vaping cannabis is banned in all indoor and outdoor places open to the public, including public roads, and possession is prohibited on school, childcare and university premises other than student residences.
Quebec also restricts products. A solid edible may contain no more than 10 mg of THC per package and may not take the form of candy, confectionery, desserts, chocolate or anything else attractive to people under 21. The SQDC began selling vaping products in November 2025. Drivers face zero tolerance: any detectable cannabis in saliva is an offence. Note that the SQDC website is available only from within Canada.
