How cannabis is sold in Manitoba

Manitoba sells legal cannabis through private stores licensed by the Liquor, Gaming and Cannabis Authority (LGCA) and supplied under contracts run by Manitoba Liquor & Lotteries, which has overseen distribution since November 2017. The minimum age is 19. In September 2026 the LGCA's public list showed roughly 250 licensed stores, about 145 of them in Winnipeg. The rest are spread from Brandon, Selkirk and Portage la Prairie to northern towns such as Thompson, The Pas and Churchill on Hudson Bay, where Fireweed Cannabis holds a licence. Licensed stores may also sell online and by phone.

Two store formats exist: age-restricted shops that nobody under 19 may enter, and controlled-access counters inside larger retailers, where cannabis is kept out of sight. Cannabis and alcohol are not sold side by side. A store may sell one person up to 30 grams of dried cannabis or its equivalent, the same as the federal public possession limit, plus up to four plants.

Home growing is the recent change. Manitoba was one of two provinces that banned it; Bill 34 repealed the ban in June 2024, and since May 1, 2025 adults may grow up to four plants per household, indoors and out of reach of young people, from legal seeds or plants. Landlords and condominium boards can still prohibit it.

Smoking and vaping cannabis are illegal in public places, including streets, parks, beaches, school grounds and restaurant patios, as well as in enclosed public spaces. Impaired driving is a criminal offence, and legal cannabis still may not be carried across the border into the United States.
