The rules

Key rules in Canada

Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

A common mistake in North York is assuming the rules differ from "downtown Toronto." They don't: the provincial AGCO licenses every store, and North York falls under Toronto's 2018 decision to allow private retail. What differs is geography. North York is big, and its stores follow three very different kinds of street.

Three shopping patterns, three kinds of store

The table groups North York's AGCO-authorized stores by area. Counts are from the register as of September 23, 2026.

AreaMain streets (store count)Typical setting

North York sellers with full profiles

Four North York stores have full Verdex profiles: Budbar Express, Kanab, Paradise AIR and the Spiritleaf at 895 Lawrence Avenue East. The rest are listed with their AGCO status only, and we add ratings as profiles are completed. For provincial rules and the Ontario-wide list, see the Ontario hub.

Can students near York University buy and use cannabis?

Only if they are 19 or older; Ontario's age is one year higher than the federal minimum of 18. Stores check government photo ID for anyone who appears under 25, and a student card alone does not count. Under the Smoke-Free Ontario Act, smoking or vaping cannabis is banned within 20 m of school grounds and in indoor common areas of residences and apartment buildings; campus policies can be stricter than the law. Toronto's parks bylaw adds a 20 m no-smoking buffer around playgrounds and sports fields in city parks.

Delivery, pickup and online orders

Authorized stores may deliver with their own staff (9 a.m.–11 p.m., to private residences) and offer order-ahead pickup. Only one North York seller Verdex lists currently advertises delivery. The Ontario Cannabis Store (ocs.ca) is the only legal website that ships province-wide. Anything else that ships to your door from outside a store — especially with e-transfer-only payment and no age check — is a warning sign; compare it with the Red List, and try our cannabis use check if you're new to edibles.
