Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How cannabis is sold in St Catharines

A short history: one of Ontario's first licences

The city took up the opt-in question at a General Committee meeting on January 14, 2019 and did not opt out. When the AGCO issued its first operator licences that spring, The Niagara Herbalist at 33 Lakeshore Road was among them. The market has since grown to the 31 stores in our register-based count, all listed as authorized to open.

Niagara visitors and the border

St. Catharines is a common base for Niagara wine country and Falls trips, and the Rainbow, Whirlpool, Queenston-Lewiston and Peace bridges are all within a half-hour drive. Carrying cannabis across any of them without a Health Canada permit is a criminal offence under Canadian law, and US federal law also prohibits it. Use it on this side or leave it behind. Visitors from New York aged 19 or 20 can buy here with a passport, since Ontario's age is 19.

Did St. Catharines allow cannabis stores?

Yes. The city considered the opt-in question in January 2019 and did not opt out, and one of Ontario's first licensed stores opened on Lakeshore Road that spring.

Can I take cannabis bought in St. Catharines to Niagara Falls, New York?

No. Crossing the Canada–US border with cannabis is illegal without a Health Canada permit, even in small amounts and even though New York allows adult use.

Is there a cannabis store near Brock University?

The AGCO register lists stores on Glenridge Avenue, the main road up to Brock's campus. Buyers must be 19 or older, and campus rules on smoking may be stricter than provincial law.
