Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How cannabis is sold in Ontario

Ontario runs a hybrid system. The government's Ontario Cannabis Store (OCS) is the only legal online retailer and the sole wholesaler, while every physical store is privately owned and authorized by the Alcohol and Gaming Commission of Ontario (AGCO). In September 2026 the AGCO's store map held 1,900 records marked "authorized to open," covering about 1,860 store addresses, the largest private network in the country.

You must be 19 to buy, use, possess or grow cannabis. Stores may open between 7 a.m. and 11 p.m., must display the provincial retail seal and their AGCO authorization certificate, and can sell up to 30 grams (or the equivalent) at a time. Since March 15, 2022, stores may also offer curbside pickup and delivery, but only with their own employees, between 9 a.m. and 11 p.m., to a residence or other private place in Ontario; third-party couriers are not allowed.

Ontario is relatively relaxed about where you can consume. Smoking or vaping cannabis is generally permitted where tobacco smoking is, including many sidewalks and parks, but not in enclosed workplaces, indoor common areas of apartment and condo buildings, restaurant and bar patios, within 20 metres of schools and playgrounds or 9 metres of hospital entrances, or in a vehicle or boat being operated. Each residence may grow up to four plants.

Can Ontario cannabis stores deliver?

Yes. Authorized stores may deliver with their own employees (no third-party couriers) between 9 a.m. and 11 p.m., only to residences or private places in Ontario and only to people 19 or older. Stores cannot operate mainly as delivery businesses.

How do I know an Ontario cannabis store is legal?

Legal stores display the provincial cannabis retail seal and their AGCO authorization certificate, and they appear on the AGCO's official store map. Online, they must show the seal and their authorization details.

Where can I smoke cannabis in Ontario?

Generally where tobacco smoking is allowed, such as private homes and many sidewalks and parks. It is banned in enclosed workplaces, restaurant and bar patios, near schools, playgrounds and hospital entrances, and in operated vehicles or boats.
