Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

London had a head start: council voted to allow private cannabis stores before the province's January 22, 2019 opt-out deadline, with just one councillor against. Seven years on, the city has one of the denser store counts in southwestern Ontario for its size. That density is the useful part for a buyer. You rarely need to drive far, but you do need to check that the shop you walk into is on the provincial register.

Stores follow the arterial roads rather than a single district. Counting authorized addresses in the AGCO register (September 2026), the heaviest strips are:

Only stores holding a Retail Store Authorization from the AGCO may sell recreational cannabis in person. Authorized stores must post their authorization and sell product supplied through the Ontario Cannabis Store, which means excise-stamped packaging. A shop without a listing on the AGCO status page, or one selling unstamped edibles or offering sales to people under 19, is not a legal retailer. What will you pay at the register?

Shelf prices in Ontario already include federal excise duty. The 13% HST is added at checkout, the same as other retail goods in the province. London has no municipal cannabis levy. Prices differ between chains and independents, so comparing a few stores on the same road is normal practice here.

Where can you consume in London?

The Smoke-Free Ontario Act treats smoking or vaping cannabis much like tobacco: not in enclosed public places, workplaces, on restaurant and bar patios, near playgrounds or on school property. No one in Ontario holds a licence for a consumption lounge, so a store cannot let you use on-site. Did London opt out of cannabis stores?

No. London city council voted to allow private cannabis retail stores ahead of the province's January 22, 2019 deadline. That's why stores operate across the city today.

Can I get cannabis delivered in London?

Yes. The Ontario Cannabis Store (ocs.ca) delivers province-wide, and it is the only legal online retailer. Some authorized stores also offer order-ahead pickup or their own delivery under AGCO rules; any other website offering mail-order weed is not legal.

Can students at Western or Fanshawe buy cannabis?

Only if they are 19 or older. Stores check government photo ID at the door, and campus smoking policies may be stricter than provincial law.

Is there a cannabis lounge in London?

No. Ontario has not licensed consumption lounges, so no London store may let customers consume on the premises.
