Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

    18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

    Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

    Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

    Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

    Only from provincially run or authorized retailers, delivered within that province.

  • Travel

    Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How cannabis is sold in Kitchener

Opting in did not mean stores appeared. When Ontario rationed the first licences by lottery in 2019, winners chose other cities, and Waterloo Region went months without a legal store even though every municipality in it had said yes. Kitchener now has 31 on the Verdex register.

City staff had recommended opting in on financial and safety grounds. Because stores are licensed provincially, shoppers in Kitchener and Waterloo can buy at any authorized store in the region under the same rules.

What the AGCO checks before a Kitchener store opens

Each store needs a Cannabis Retail Store Authorization tied to one address, a licensed operator and a licensed retail manager. The location must be at least 150 metres from a school, and hours can run no wider than 9 a.m. to 11 p.m. The city may comment during the public notice period but does not issue the licence.

Students and first-time buyers

Bring government photo ID and expect 13% HST on top of the shelf price, which already includes the federal excise duty.

With two universities and a college next door, many Kitchener-Waterloo buyers are new to legal retail. You need valid government photo ID showing you're 19; a student card alone won't do. Campus residence rules can be stricter than provincial law, so check your housing agreement. The Smoke-Free Ontario Act, 2017 bans smoking and vaping cannabis wherever tobacco smoking is banned, and Ontario has no consumption lounges.

Growing at home is legal for adults: up to four plants per household under Ontario rules, though many leases and residence contracts forbid it. Seeds must come from a legal seller.
