The rules

Key rules in Canada

Plain-language summary. The regulator is Alcohol and Gaming Commission of Ontario (AGCO).

  • Minimum age

18 in Alberta, 21 in Quebec, 19 in all other provinces and territories.

  • Possession

    30 g of dried cannabis or equivalent in public (1 g dried = 5 g fresh, 15 g edible solids, 70 g non-solid products, 570 g beverages, 0.25 g concentrates or 1 seed). Some provinces cap home storage, e.g. 150 g per residence in Quebec and 1,000 g per household in B.C.

  • Home grow

Up to 4 plants per residence under federal law. Prohibited in Quebec. Manitoba passed Bill 34 in June 2024 and home growing became legal there on May 1, 2025 (19+, up to 4 plants per household, grown indoors; gov.mb.ca).

  • Public use

Set provincially: generally allowed where tobacco smoking is in Ontario and B.C. (with exceptions); smoking and vaping banned in all public spaces in Quebec; no public consumption in New Brunswick; private dwellings only in PEI; restricted in Alberta and Nova Scotia; not in vehicles.

  • Edibles and extracts

Max 10 mg THC per edible package; extracts max 10 mg per unit and 1,000 mg per package; topicals max 1,000 mg per package. Quebec bans edibles in the form of candy, desserts or chocolate.

  • Buying online

Only from provincially run or authorized retailers, delivered within that province.

  • Travel

Taking cannabis into or out of Canada is illegal, with penalties of up to 14 years in prison.

How it works

How cannabis is sold in Aurora

Newmarket, Richmond Hill, Vaughan and Markham all opted out of retail cannabis in 2019, so a York Region shop claiming one of those addresses has no legal footing.

Aurora is the exception, according to local reporting and CBC, and a city councillor has since moved to set up a task force to review the town's experience after opting in, per Aurora Today. Verdex lists 13 Aurora stores.

What to check on the door

  • Authorization and seal. Legal stores display the AGCO authorization and the provincial store seal, and sell only OCS-supplied product, according to the AGCO.
  • Address inside Aurora. A store that says "near Aurora" but sits in an opted-out neighbour is not a legal seller. Compare the street number with the register.
  • The Yonge Street trio. Ashario at 15114, CannaEra at 15543 and Nature's Haze at 15570 are three separate licences, not one brand.
  • Anything else. A shop without the seal belongs on the Red List, not on your route.

Yonge, Wellington and the side streets

Wellington Street East has Havok Smoke Cannabis & Accessories and Jane's Cannabis Shop. Side streets off Yonge hold Fika Local Cannabis on First Commerce Drive, Malibu Road on Hollidge Boulevard and Maple Leaf Cannabis on Allaura Boulevard.

The rules for the till, from ID checks to purchase limits, are the provincial ones, set out on the Ontario hub page. On a map of York Region, Aurora is an island of legal retail.
